Martino Ferrari 28464601a9 deps: bump the plotter to the README that names this project ...

The submodule's README now names its consumer and links it
(<https://git.ferrarinas.it/martino/udpscope>), which is the other direction of the link
README.md already carried. The pointer moves from be1f31a to that commit.

The submodule is seven commits ahead of its own origin and the parent is ahead of this
one, so both have to be pushed before a clone can fetch the pointer.
