Martino FerrariandClaude Opus 4.6 d5d1295b26 docs: a design for resequencing late packets into a reserved hole, and for relative timing 
The two were asked for together and are one design: the packet counter is what
makes a hole addressable, so relative timing is the coordinate system in which
resequencing is arithmetic rather than inference.
