webui: add calibration editor to the V-Scale toolbar

Adds the Cal row (Scale / Offset / Unit / Reset) to #vscale-menu, its
CSS, and the refreshVScaleMenu() / commitCal() logic that wires it to
calTable and the hub via setCalibrationWS.
